The Committee members scrutinized
the following bills: on amendments to the Law "On the Notarial System" (Reg.
No. No. 1286,
1286-2); on the notarial system (Reg. No.1286-1); on amendments to several Laws of Ukraine (re notarial acts
effected by the local self-government officials) (Reg. No. 5042), and
the draft Notarial Procedural Code of Ukraine (Reg. No. 3197).
S.Mishchenko, Committee Chairman, stated that the Committee had held the hearings on the notarial system, and protection of civil rights during the notarial reform in Ukraine to ensure quality preparation of the bills for the parliamentary scrutiny.
The Sub-Committee on the Organization and Activity of the Judicial Bodies drafted a new version of the bill on the notarial system to substitute the bill under Reg. No. 1286-2.
The bill tackles the main theoretical and practical issues of organization and functioning of a unitary notarial system in Ukraine, regulates the payments for the notarial acts, deals with the professional self-government of the notaries, etc.
To reform the notarial system in Ukraine, the Committee members deem necessary to bring forward a single draft on the notarial system, considering the preliminary remarks and conclusions.
